Legal effectiveness of the integration of climate change into municipal planning: case of the rural commune of Diéli in the San region in Mali

Climate change is one of the major challenges facing humanity today. Its integration into local development programs and projects has become crucial for planning adaptation and mitigation actions to combat its harmful effects and impacts that communities face. It is in this context that the development of a Municipal Adaptation Plan takes place, the vision of which is to contribute to the resilience of production systems and integrated land management. This reflection was carried out in the Rural Commune of Diéli located in the San Region in Mali. The main objective is to contribute to the effective legal framework of environmental issues through the integration of climate change into municipal planning alongside the Economic, Social and Cultural Development Programs. To carry out this reflection, we carried out a qualitative and quantitative analysis in order to identify climate risks and legally assess the vulnerability the Municipality faces. In addition to the documentary review, data collection is based on participant observations and surveys of rural communities. The data processing tools essentially include the Participatory Analysis of Vulnerability and Adaptation to Climate Change, the Assessment of the Vulnerability of Grassroots Community Capacities, Climate-Proofing and Participatory Mapping. The results obtained made it possible to examine enormous legal, environmental and social problems that must be demonstrated. Faced with this situation, the implementation of effective legal measures and the unwavering commitment of rural communities vulnerable to this climatic phenomenon will contribute to increasing the resilience capacity of said communities.
