La Souveraineté par le Prisme du Contrôle des Ressources Naturelles : Analyse Comparative à partir des cas du Mali, du Niger et du Burkina Faso

The Sahel has long been weakened by a set of exogenous and endogenous factors ranging from the galloping advance of the desert, drought, an unresolved Tuareg issue to an almost total absence of the State on its territory. All of this leads to an exploitation of natural resources that seems to escape effective state control. The reflection aims to analyse the decisions of States in a critical way. In other words, it is to elucidate what is hidden behind political discourse. It shows that the sovereignty of States is a major challenge in the context of the control of natural resources. Starting from a problem focused on how states have difficulty controlling natural resources. The objective is to demonstrate the manifest desire of West African states to have effective control over their natural resources. As part of the preservation of the interests of their respective people, the authorities of the various Transitions have revised the mining code. With these new texts, these states could rake in hundreds of billions of CFA francs in additional resources to their provisional budgets. The approach focuses on the challenges and prospects of permanent sovereignty over natural resources. This reflection shows the principle of sovereignty and the principle of non-interference in internal affairs. It also emphasizes the rights of states stemming from the principle of sovereignty to self-determination over the management of natural resources.
